Kenneth R. Saline, P.E.

Managing Partner

Mr. Saline is the managing partner at KRSA. Mr. Saline is client engineer for several irrigation districts and municipal wholesale utilities located in Arizona. In this capacity, he is responsible for power supply studies, scheduling, contract negotiations, and policy negotiations. He also oversees interactions with federal and state agencies and local utilities for issues related to transmission and deregulation issues. Mr. Saline has also assisted in the preparation of expert testimony and engineering and economic analyses included in official statements. Mr. Saline has extensive experience in electric utility rate proceedings, financial planning, and planning electrical transmission and distribution systems.


Mr. Saline has provided ongoing consulting engineering services and management consulting to clients with regard to their long‐term and short‐term electric operations since 1984. He has performed various engineering and economic analyses for these entities, including representation in front of numerous federal and state agencies. He makes recommendations to their management and governing bodies and negotiates necessary programs and policies on their behalf.

Dennis L. Delaney, P.E.

Partner, Electrical Engineer

Mr. Delaney is a partner at KRSA. In this capacity, he is responsible for power scheduling, economic studies, power supply studies and rate analyses. Mr. Delaney also provides ongoing consulting services for numerous irrigation and electrical districts, municipal utilities, and tribal utilities in Arizona and parts of New Mexico. He has also assisted in the preparation of engineering and economic analyses included in official statements, and has extensive experience in planning electrical transmission and distribution systems. The services provided to these clients include scheduling, economic studies, power supply studies and rate analyses.

Jeffrey J. Woner

Partner, M.S. Economics

Mr. Woner is a partner at KRSA. Mr. Wonerʹs experience in the utility industry includes economic analyses and computer‐aided modeling for power supply planning, load forecasting, financial forecasting, cost/benefit analysis and rate studies. He has participated in several utility financings (approximately $500 million) as well as several projects relating to the compliance of environmental regulations. Mr. Woner also provides ongoing consulting services for numerous irrigation and electrical districts, municipal utilities and tribal utilities located in Arizona. The services provided to these clients include scheduling, economic studies, power supply studies and rate analyses.
